I have the honour to transmit a letter addressed.
to you by Mr. C. J. Tacchi, 2nd. Class Overseer in the Public Works Department, in which he applies to be promoted to the rank of lst. Class Overseer.

I authorised the placing of Mr. Tacchi on the permanent staff with effect from the 1st. of February last, and I caused him to be informed that as there was no vacancy I could not accede to his request for promotion to be a lat. Class Overseer. He was appointed in December, 1912, at a salary of £165 a year. His present salary is £210 and he is entitled to an increment of £10 on the 1st. January, 1917, and a further increment of £10 two years later, when he will reach the maximum salary of his class.

Mr. Tacchi is correct in stating that there is no difference between the duties of lat. and 2nd. class overseers,
oa the difference in rank in the case of Waterworks Overseers arises out of seniority. He ranks fourth in order of seniority among the 2nd. class overseers, but his training is of a higher order then that of at least two of the overseers senior to him.

There are 19 posts in the department for lat.
class overseers and 11 for 2nd. class overseers. With the exception of three . class posts, which are ear-marked in connection with the City Waterworks extension at Tytam Tuk and the Government Quarry
